Fennel (Foeniculum vulgare) is an herb of the carrot family. Fennel’s aromatic seeds are cultivated for both culinary and herbal uses. The fennel seeds have a licorice-like taste and are offered at the end of a meal in Asia and in South America to sweeten the breath and aid digestion.

fennel – grows wild in the hills of Provence and is used as an herb, spice and vegetable. This aromatic umbillierous (bulb) plant is widely used in Italian and southern French cooking.

Aniseed is used to make the British confectionary Aniseed balls and the old fashioned New Zealand confectionary, Aniseed wheels. Anise oil is used to make Italian cookies called pizzelles, and used in the frosting of yellow Italian cake-like cookies called "Drops" or "Anise Drops".

No they are not the same. Hope this helps

NO it isn’t. Fennel is a vegetable and sweet anise is an herb.
Although they share a similar mild delicate licorice flavor,
    they come from different plants.
